Quantum-to-Classical Ratio Monitor

Overview

The Quantum-to-Classical Ratio Monitor tracks the ratio of quantum noise to classical noise in the entropy source output. It uses a windowed integer-variance computation to assert quantum_ok when the on/off variance ratio clears a configurable rational threshold. The implementation is division-free, ensuring deterministic timing across all operating conditions.
