The Keccak-f[1600] permutation is the cryptographic core underlying all SHA-3, SHAKE, and cSHAKE operations. This implementation provides the raw 1600-bit state permutation for maximum flexibility in building higher-level constructions. By instantiating a single permutation engine, designers can serve all hash, extendable-output, and customizable XOF needs from one shared resource.
